It is better to ask Shopper about it because it may have different reasons.
Sometime it might happen for a Shopper to face a problem with the delivery. For example, the item is broken and need a return and refund process on Amazon!

If the problem is between the Shopper and Amazon, and it doesn't concern the Earner, Shopper needs to confirm the delivery.

If the Shopper doesn't confirm the delivery after 48 hours without any reason, the Earner can request Bitoff Support , so we let the bitcoin get released into the Earner's wallet.
